The elevator isn't useless, its pretty much made for elders and PWD's, Japanese people are very independent ever since they were kids.... parents most of the time make their kids buy things at the markets by themselves(alone), as well as going to school by themselves, riding trains so on and so forth..so yep expect to see some of the elderly and pwd's walking alone in Japan(they enjoy their personal space so much too).. No way in hell its safe for a PWD to walk on a ramp, lol

Agreed, I'm a wheelchair user, and can't get up ramps without someone helping me as I have issues with my arms, but am otherwise independent. Why add an extra level of difficulty, when it's so much easier to use a lift?

Fun fact about ohaguro: although the *common* practice of it died out, you can still see it in practice with geisha. When a maiko (apprentice geisha) is just about to "turn her collar" and become a geiko, this stage is called "sakkou", named after the special hairstyle she wears, as well as special hair ornaments and clothing. Most maiko in their sakkou stage will wear ohaguro. The picture that Dan showed of the girl in ohaguro is a maiko in sakkou.

the short escalators is also used for really heavy luggage apparently. seems to help especially if a person is old or not strong enough to carry it up stairs or a flat uphill ramp

I'm in a wheelchair, and I can't push my own chair up a ramp, so if I'm in a manual wheelchair without someone to help me, I need an elevator to change levels of any number of steps, or else I just can't go to the place with steps. Therefore, in a train station, a lift that goes up a few feet definitely could be a necessity for someone like me who can only propel their manual chair on level ground.

They built the short elevator for people in wheelchairs or people with heavy suit cases. Why not a slope? Because the space is so limited that if they make one it would be too steep for them! :)

If you build a ramp it's going to take up more space (or be dangerously steep, which would not meet the standards). There are laws for public transport facilities to accommodate people with disabilities.
