I've been there twice-- 1978 & 1996. They have limited funds. It's a laborious process anyway, but it goes even more slowly because of cost.

Mount Rushmore done in 14 years. 70 years and a face? This will never be finished, I believe it's intentionally being stretched out. It's become a family business instead of a memorial creation.

It is being done entirely with small donations & a small crew. They are not accepting any federal funding, it is all private. It is also worth noting That Crazy Horse's face (which IS essentially complete) at 87' high is almost one & 1/2 times the size of the Mt. Rushmore heads (60' high). The finished monument will be 641 feet wide and 563 feet high. That's more than 50 times the size of Mt. Rushmore.

Easier would have been to make it in reinforced concrete, cement. The hollows inside the face, horse and hand would have escalators, shopping arcade, restaurant, and medicinal marijuana centres. To make it even more attractive, bungee jump, and cable ride can be added.
