Creating a License to Sell Copper

Today's omnibus bill takes an incorrect approach that does not adequately address the underlying issue of copper theft. Democrats put forawrd a bill that would now require folks to have a $250 license to recycle or sell copper.
How does this affect someone doing remodeling projects within their own home? They might be removing old copper piping, or could be upgrading new wiring. Now they’re faced with a requirement to pay for a $250 license just to recycle copper from within their home, and they’ll be lucky to get their money back.
We should be encouraging recycling of copper, yet this bill does the opposite.
