Can you help me? There is no answer anywhere. When I enter anything into soundevents_addon.vsndevts in the game it doesn't show up at all

so im in the cs2 workshop tools and im trying to get the WAV file to turn into VSND and I have no clue how to do it, im currently working on a cs2 music kit and theres only 1 tutorial on the workshop made by some russian guy that manages to work but I just need to know how to convert it into that amn vsnd_c file format

cant seem to add a custom sound into a env_soundscape. I put it in the right directory and everything, it shows up in the script folder as well, but I can't find it in the soundscape list
