A raid is about to happen in Essex and the officers of the Environmental Agency are fully briefed and ready for action. Today they are checking shipping containers at a scrap yard to see if they contain illegal items that either pose a serious health risk or lead to uncovering an even greater crime...
What this scrap yard does is buy or pick up second hand items, mainly machinery, then ships it abroad to be sold. If any of these items are not in full working order when shipped then they are actually breaking the law so the environment agency is trying to identify any broken items before this can happen.
It may sound like a simple enough job but some scrap yards can have criminal ties which from one officer’s experience can lead to dealing with very unsavoury characters on the wrong side of the law. Even checking faulty machinery can cause a great risk of being crushed or electrocuted! It takes a tough sort of breed to tackle the dangers of this job but for these officers, it’s all in a day’s work.

For those confused... In the UK, it's a criminal offence to export waste to another country without a licence, it's a criminal offence to carry waste on a public highway without a licence and it's a criminal offence to store and handle waste without a licence. The gases from fridges and freezers need specialised removal, electronic waste poses a pollution hazard and mattresses and other organic waste poses pest and methane gas hazards. Places like this also act as 'chop shops' for stolen car parts and catalytic converters.

If they enforce the rules regarding waste, and are prepared to spend large sums policing those rules, it is also necessary to provide cheap and accessible means to the Public to dispose of their waste in the proper manner. Otherwise there will be a massive prevalence of fly-tipping.

We have scrap yards in the UK, too. They are licensed and regulated. This isn't an officially licensed scrap yard.

@Chill Will They (petty tyrant township govts) do the same here with our homestead farms' septic systems. Their "Engineer" comes out to look at it (at a fee) then declares it needs to be replaced by a "sand mound" and his friend the sand mound installer gets the $8k or more job of installing it. It's all a total racket. If you prove your system is fine with your own engineer, you have to have it "inspected" every three years (at your cost), and if -- such as my mom's house there's little to no use of the system -- you can pay the "waiver fee" to the county. Again, it's a total racket. Organized crime that people vote for in local elections.

@new name there are ways they can do this legally though. i'm not sure how hard or easy it is to get, but it seems like there are permits you can get. They just like making sure that the people who do get things that are considered waste handle it well. Cars have tons of liquid in them, as well as fridges. and i think someone pointed out that if mattresses are handled poorly they spread around bugs that can be hard to get rid of. Re-using things is totally cool, but it has to be handled well. would you rather bring in a used mattress that was cleaned before being plastic wrapped and was looked over closely before being shipped out, or a used mattress that was found outside, left near cars and other items without any wrap and possibly cleaned. that's the kind of thing these people look after i think, as well as the liquid and electronic waste a lot of broken items can make

So computers get sold to this place. Or legit. Or shitty computers sold as good let's say processor has a flaw only noticeable at 3/4 load. Or 56 other examples could be illegal could be legit but damn I pretty sure all commenting people on this video could do this in a better way. The owner of this operation could be on a permanent high and be clueless if how it runs. Or they know. In the US, it just goes to a garbage dump, or recycling plant. But I'm thinking in the UK and most of Europe, it goes to Africa. There's a documentary on KZbin of the garbage dumps in Africa and how the people there live with all that trash.

They export these computers to other countries like india,Bangladesh, Pakistan, Nigeria, Indonesia, Philippines etc some people buy these all containers and they sell good parts and they call it branded items. in these countries all brand new computers r chinese. that's y mostly people like these computers and buy these parts or computers.

All them computers together look the same. Could be new or used. Super small amount of gold . You can remove the hard drive if inside and say it 500 megabytes typo? Well they spoof you say it a terabyte. Then you buy it get tricked they make 10 bucks. Etc. Or other stuff. If they just burning it they need shut down. They up to something probably for some speed. Or they mentally impaired or simply avoiding tax. The computers are the only questionable item could be legit. Coulda been in a business where all got virus so they get sold as used. Coulda been from a stolen storage or delivery truck. If I was investigating these I'd sneak in a damn camera then watch later . That place would profit better if they just used them big containers to rent for storage. But it more fun being slick

I live and the Uk and I guarantee they are doing this because they want to keep tabs on what gets exported to tax them at some point. To put waste in a vehicle you have to have a waste carriers license, just money money money. Doubt they asked those polite Romanians where their waste carriers license was!

Carrying scrap without a business licence to do so was made illegal in the UK thanks to "travelers" stealing metals/catalitic converters/lead from roofs to sell and also doing "waste disposal" then dumping the waste illegally at the side of the road/on private land/in some poor farmers crops

i understand the interest, but you gotta define waste first. what is a broken appliance for one, and counts therefore as waste, could mean something else or even a business opportunity for someone else.

The people were exporting it too haven’t got a got a income. None of the fridges computers can be considered waste? If you consider them a personal belonging who has jurisdiction to say that’s waste. For all they know the lock up could be for a fridge and computer repairer 😂😂

It is really important to have licensed and trained waste handlers for the good of the environment, communities and staff. For example, look up Samut Prakan radio active waste accident. In a nutshell, some poor Thai scrap dealers were sold dodgy waste, didn't realise that they had received radioactive waste from a medical device, and 3 people died of radiation poisoning. It might seem pedantic but the consequences can be serious.

If they want it recycled, it should be free. If they can make a profit shipping it overseas to be recycled then the UK can do it in country and make money/jobs.

That is an interesting one. Eg it is not illegal to take a second hand fridge which works and store it and then sell it in the UK. Presumably hoarders can store even broken items in their own garage? May be. Is this different if there is no export intent or someone is quite good with their hands so can mend something?

The guy likely said the keys are int he office and he had no access to them, having been on site when the environment agency are doing an inspection they will ask for the keys first but when no keys are forthcoming they will get the bolt croppers out.

Businesses who run these sites bulk buy cheap padlocks to lock the containers, these Chinese padlocks are better value than using single use container seals, 1000 padlocks that can be opened time and time again for £600 or single use container seals for £850 per 1000 that have to be cut off every time you want to open the container

No working computers or else in the containers, if they really did work they would have been decently packaged. They will be a mass of deformed plastic and metal once they open the container at destination. This is a joke not an inspection.
