Hey... Sorry I'm just now seeing your comment. A newborn waist is 16" I placed a size chart on my website ahselanne.com/2020/08/03/crochet-baby-pants/ I would start with a chain of 60 and measure. Thank you, you are always so kind.

Yes you can! but you just have to adjust the foundation chain to the size of the waist you need and then you'll also have to shorten the legs. Eek. I don't have a tutorial for a smaller size sorry.
