Or she’d just rather not mess with Regina. But Cruella’s a bit passive and she doesn’t have anything against Regina. Unlike other villains, she doesn’t need anything from Regina. She just doesn’t care. She’s not resistant to helping the heroes if it doesn’t hurt her. She can be “civilized” in her words. Plus, I doubt she has too many people to talk to down there😂

there was a chance to make Regina upset plus even tho she's a pure physio she understands the value of a pecking order. she seen the change to be in control of underbrook took it and payed the person who helped her get to that position by giving her the information she needed. plus it didn't effect her giving the info so she classed it as safe to share.

I'm now sitting trying to think of possible reasons they no longer have unfinished business. Possibility for Graham's. He died as he learnt the truth, and wanted also Emma to know the truth. When she ended up breaking the curse, he moved on. As for Marian's: Probably something less petty than avenging her death, given if that was the case she'd still be there.

Unpopular opinion: I never liked how they portrayed Cruella in this show. As in the actress and her mannerisms - always seemed kinda dull and boring and that’s not Cruella.
