I am referring to the countries of the western world, most notably Europe , the USA, Australia and a few other countries. These people often pose as normal citizens leading quiet lives to avoid attention. We know this is true because our secret services do find them from time to time. Ukraine isn’t fielding a Warsaw Pact/NATO sized force or has anything that, if wiped out by such a strike, would turn the tide of the war. Considering the order of battle, Ukraine might lose a few hundred soldiers (and civilians), but the fallout from this ground burst would be floating over not only their own troops, but their own country. Just a thing but the US government flys special helicopters over the United States that can detect things like a suitcase nuke . You can see the flights of these helicopters on any app that tracks air traffic .

(Pakistan exploded its first atomic bomb, 1998. Coincidence?)
