When Rimuru was still "asleep" during the Harvest Festival, the one talking (with red eyes) was Raphael/Rafael (I forgot the correct spelling). Raphael/Rafael is now the highly upgraded Great Sage. Noir/Diablo is one of the Primordial Demons. He is already very strong even when Rimuru hasn't summoned him yet. It's not Rimuru's summoning that made him strong. Rimuru naming him, though, now that gave him a huge boost as is what happens to named monsters.

veldoras isn't actually revived in the true sense of the meaning, hes main part is still inside rimuru, so as long as rimuru lives hes immortal cause he can always be resummoned
