Diablo is not connected to Rimuru until he named him, so he did not receive any gifts from Rimuru's evolution. Also Diable wasn't specifically summoned, as shown in the 1st season, Diable was aware of Rimuru and when he felt Rimuru summoning demons, he chose to be summoned.

Something that isnt really ever explained in the anime compared to the manga is the concept of the Primordials. They are the 7 original Demons and essentially all current demons descend from these 7. Razen is freaked out because Rimuru summoned one of the 7. Demons also actually seek out not strong opponents but strong MASTERS.

Unique skill _Wise One_ wanting to evolve is a bit of foreshadowing to her character. Also, Kuro(Black) blowing Razen's _Nuclear Cannon_ also had a reason to it. Let's just say....Kuro blew Razen's attack directly up on purpose.... Also, _Degenerate_ is a skill Rimuru gained from absorbing Shizu. It has two components, "Synthesis" and "Separation". In a nutshell(it's a very complex skill), it lets Rimuru combine things, or separate things from his target(s). He can grant his target skills with little effort, or take skills from others. He kind of didn't need it, as he already had _Gluttony,_ and the citizens of Tempest already gain skills from him through their connection to him.

Just a lil heads up. Rimuru is using lasers in a way. Its more accurate to say hes using a magnifying glass. He create a type of magic called Physics Magic. He summoned water spirits and then had Great Sage do all the calculations to aim the water like lenses to be able to kill things with natural light. Magic is limited in an antimagnetic area. But natural light is not magic, hence the name Physics Magic.

Degenerate was the ability that belonged to Shizu (Masked girl vessel for Ifrit and Rimuru's human form). It allowed the user to break down any ability they have into their base components and combine those base components into new abilities. Example: Black Flame was created from the Tempest Star Wolf (Ranga evolution)'s black lightning + Shizu's flame ability. Merciless needs no explanation.

Like it turned "black lightning" and "fire manipulation" into "black flame" It had the subskills: Seperate, Combine and Synthesize According to lightnovel both skills werent truly lost tho since rapheal and Beelzebub can do what those skills could. Like others said degenerate was shizues unique skill that rimuru inherited from her. Its used to split and combine stuff, like splitting his mimic forms to only use the wings of the bat form, or combining predator with the starved that he got from geld to create gluttony. Its a bit confusing because while it says "wise one" what it means is great sage. So you have lord of wisdom raphael and king of gluttony beelzebub as rimurus 2 ultimate skills. Also primordials were mentioned in the flashback ep in season 1 when shizue fought diablo. When she was in her room alone she was thinking a bit about the primordials, the original demons. so explaining a few things: Ultimate skills: 1 these skills are near imposable to obtain with only those beings of the highest magnitudes holding them (The original 3 demon lords Guy, Millis, and the fairy) along with True dragons like Veldora and his 2 sisters and their older brother, High ranking angels and a few others. A lot of demon lords lack ultimate skills. One also cannot have to many ultimate skills as they can and will kill owners if there are to many (i think the number was 4 this can be gotten around if you forcibly combine multiple ultimate skills together) they are also the highest order of skills bring maybe 1 exception Raphael: Named after an archangel this skill can do freaking anything it is better than multiple high functioning super computers put together and bears skills like thought acceleration and multi processing as well as being able to run autonomously should it need to. Also it was because of its predecessor skill Great Sage that Rimiru never lost any skills even when they were sacrificed. Using degenerate he shifted all the skills under a name to another leaving the ability with just its name and tricking the world. He would then get to keep those skills distributed under his new ultimate skills. It also was what separated and collected every soul making sure they were all in order for their bodies. (it is basically a couple hundred quantum computers strapped together)

Technically nothing was really lost when Rimuru evolves. While the skills themselves were sacrificed, the abilities those skills gave were incorporated into his other skills by Raphael (at the time Great Sage) so stuff like Beelzebub and Raphael now have the abilities of Degenerate and Merciless (lots of subskills and stuff get shifted around but for the most part nothing is lost).

Rimuru didn't actually decide to summon Diablo on purpose. He offered the bodies of the 20 thousand soldiers as payment, which actually would not have been enough to summon Diablo, but since Diablo is incredibly (platonically) horny for Rimuru, he himself decided to be summoned. Also, iirc, when Rimuru summoned Beretta for Ramiris, Diablo also tried to get himself summoned, but Beretta was too fast.

For instance, 'Degenerate' was a skill that would combine skills together to create new ones. And Raphael can just do that now. Raphael at this point is in constant control managing Rimuru's skills, and is currently working on making new ones. Merciless is basically just a skill that let's Rimuru instant kill somebody who has given up. But you can see he can do that already with Beelzebub when Diablo has the other two demons submit to Rimuru.
