What exactly does wetted out mean? and what type of sealer was used.

I tried this and ended up with grooves in the finish. You can see them when you first apply the permalgloss in this video. No idea how yours didn't set with them like mine did.

I followed these directions to the letter and mine came out perfectly. Is your permagloss older or thick? Or too high humidity? It sets by humidity so if that is too high you might have it set too soon before it could flow out.

Brand new bottle of Permagloss. Maybe not enough on the sponge brush?

That's very possible. The sponge brush needs to be saturated. If you feel it dragging in the least, it's not "wet" enough.

How would you recommend applying Perma Gloss to pre-shaped carbon fiber grips without a lathe? Drying motors won't get anywhere near 200 RPM.

200 RPM is more than fast enough. Most lathe won't go any slower. So I'd try a 36 RPM dryer and possibly it'll work just as well. Permagloss sets quickly so it won't need to turn longer afterwards. A couple or three minutes usually.

Epoxy does not make a good top coating for carbon fiber grips. Try a urethane such as PermaGloss for that.
