What are housing choice vouchers?
The housing choice voucher program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.
Housing choice vouchers are administered locally by public housing agencies(PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.
A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. This unit may include the family's present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA.
A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Under certain circumstances, if authorized by the PHA, a family may use its voucher to purchase a modest home.
Am I eligible?
Eligibility for a housing voucher is determined by the PHA based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family's income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. By law, a PHA must provide 75 percent of its voucher to applicants whose incomes do not exceed 30 percent of the area median income. Median income levels are published by HUD and vary by location. The PHA serving your community can provide you with the income limits for your area and family size.
During the application process, the PHA will collect information on family income, assets, and family composition. The PHA will verify this information with other local agencies, your employer and bank, and will use the information to determine program eligibility and the amount of the housing assistance payment
If the PHA determines that your family is eligible, the PHA will put your name on a waiting list, unless it is able to assist you immediately. Once your name is reached on the waiting list, the PHA will contact you and issue to you a housing voucher.
How do I apply?
If you are interested in applying for a voucher, contact the local PHA. For further assistance, please contact the HUD Office nearest to you.
Local preferences and waiting list - what are they and how do they affect me?
Since the demand for housing assistance often exceeds the limited resources available to HUD and the local housing agencies, long waiting periods are common. In fact, a PHA may close its waiting list when it has more families on the list than can be assisted in the near future.
PHAs may establish local preferences for selecting applicants from its waiting list. For example, PHAs may give a preference to a family who is (1) homeless or living in substandard housing, (2) paying more than 50% of its income for rent, or (3) involuntarily displaced. Families who qualify for any such local preferences move ahead of other families on the list who do not qualify for any preference. Each PHA has the discretion to establish local preferences to reflect the housing needs and priorities of its particular community.
Housing vouchers - how do they function?
The housing choice voucher program places the choice of housing in the hands of the individual family. A very low-income family is selected by the PHA to participate is encouraged to consider several housing choices to secure the best housing for the family needs. A housing voucher holder is advised of the unit size for which it is eligible based on family size and composition.

I've been on section 8 Housing, since I was pregnant with my 35 year old son and also at that time had a kindergarten daughter, and age 3 and 1 year old other son's at the time. In fact I was chosen for a pilot program 4 bedroom home in a nice residential area of West Valley Salt Lake when I was going to college in 1986, because of the way I took care of my kids and the way we took care of our Section 8 Duplex. I'm 59 now, now a mother of 5 a 41 year old daughter, and 4 son's 39, 37, 35, and my youngest son just turning 27. I have 13 grandchildren and 1 great granddaughter. None of my offspring have ever been on housing, they are all hard working essential working Managers of their jobs, but I have continuiuod to qualify for Section 8 Housing Vouchers for Units in non Section 8 Homes, Duplex and Condo. I'm not looking to get on Section 8 Housing. I've been on it now another 23 years. I just wanted to know the worth of a 3 bedroom that pays Utilities voucher in Salt Lake City, Utah, but I can certainly call my Section 8 Housing worker for free and get a free return phone call answer, I bet within 24 hours or less with the amount. I'm doing that tomorrow myself, my son, my future new live in aid as of October can call for me, but being on the system, so many years, even qualifing when I was a Social Worker for the Granite School District here in Salt Lake City, Utah or working 3 jobs at one time, while going to College. I'm now retired from the school district and still qualify and now will have m son for my live in aid. I was just showing your other viewers a little bit about my life and a little bit of very few of my diverse situations, that have qualified me again and again for Section 8 Housing apartments, duplexes, and homes with very long stays at most of them. Through the years I've qualified for food stamps (EBT SNAP FOOD CARD), H.E.A.T. Utility program, help with rent deposits, all kinds of food help, all kinds of counseling, mental health and parenting classes (some of which I taught myself) I've qualified for Vocational Rehab that paid for my College, so I have no student loans to repay like my 3 siblings. I qualified for a Single Mother's Scholarship at the University of Utah. I have qualified for medicaid for my young children. I qualified for SSI AND SOCIAL SECURITY DISABILITY, now on all including Medicare, SNAP, H.E.A.T. EVERYTHING. I'LL BE ON IT TIL THE PROGRAMS END OR I DIE

I was in subsidized housing which was switched to a mobile voucher my rent increased from 836 to 1,265 but my income is the same. I wish i never switched. I was told programs are similar and the difference is one is mobile, just not true.

Thanks for another great video. I actually received a letter in the mail from Harrisonburg VA HUD stating that I come to the top of their waiting list. Although I’m very grateful it just changes my plan for my Raleigh move lol. But I can always transfer my voucher(after a year there) so I’ll take it! I heard that HUD goes by the 2 heart beat to a room motto. No matter of gender, but also heard that if your voucher is for $1200 and you can find a 2 bedroom at that rate or lower, that’s acceptable. Hud bases price on compatible house or units down the road from you ,then it looks at the amenities ,then SQ footage.If everything lined up they will make offer that landlord can accept or negotiate.I would have research your area but the price suggesting seems reasonable.

@@Section8Consulting WOW THANK YOU, SO FAST TO A QUESTION I'VE HAD FOR MONTHS THANK YOU AGAIN, SO MUCH, TERRIE SALT LAKE CITY, UTAH SEPTEMBER 28, 2020 Really appreciate your time and work and so fast response I'm a disabled (bipolar, degenerative disc disease, recovering alcoholic, add adult, and requiring a live n aid, also was charged by my last super crazy brother live in aid of domestic violence and I spent nearly 2 days in jail, then a mental institution for 10 days. My brother is 6ft 500lbs (and mentally unstable & shouldn't of been my live in aid) and I was 5 ft 6 and 180 lbs. I moved back to SLC UT this month back to my old live in aid one of my sons and his wife and one of their don't. We just need a bigger place. We are in a very, very small apt, and I just have to have more space and not feel so confined (I do weigh around 245 now) Ty again, Terrie

My friend is a recipient of a shelter plus care voucher which is a housing choice voucher but she's unable to move out of the county she could only move within the county is there a way to change that?

That can not be converted unless the caseworker approves it.
