That is because Tolkien was a philologist and based one of the Elvish languages, Sindarin or Grey-elven, heavily off of Welsh. The other Elvish language he developed was Quenya or High-elven which was influenced heavily by Finnish, Latin, Greek, a d elements of ancient Germanic languages.
