I read it as a negotiating gambit on the part of Zille ...ask for 100 but be ready to accept 40. For example DIRCO they would probably accept Naledi being re-appointed, but they will probably fight for Minerals & Energy (Gwede) and Trade (Patel of SACP), given the importance to the economy.
