When 2 or more players are waiting to see what the other is going to do, who has to go first, the point leader or does the point leader get to decide who must go first? My game group are fighting over this point! Thanks for your answer.

I believe you are not supposed to use all the victory point tokens in 2 player games. Maybe 3 and 5 point tokens only if I remember right.
