Went on a 10 day trip to Japan earlier this year, can confirm most public places are very quiet. People there generally respect the presence of others and don't want to cause any scenes or confrontations or attract attention. Ex. Taking a phone call is only done if you can get to a private space like a bathroom, or if it's an emergency they will be as whisper quiet as they can and finish the call as fast as possible.
