11:12 Couple of problems with this idea. 1.) If someone is going to commit a crime with a gun and has a clean record, then a licensing system will not stop them. A licensing system will also do nothing to prevent black market firearm purchases. 2.) A waiting period could be fatal to someone trying to get a firearm for protection. Being made to feel unsafe is not grounds for your own 24-hour police escort. I've also heard it suggested to limit impulse purchases, but I can tell you in my experience it won't make a difference. I've bought guns before on impulse, I waited days before purchasing some, and it made no difference. Right now there are four guns I'm looking to purchase, two of which I have been considering for months. 3.) You are already required to show a photo ID and pass a background check when you purchase a firearm. There is no need for a new background check system, because the existing one is already thorough enough. Records from places you previously lived, mental health records, military records, and any criminal charges are sent to the FBI and put on your record. The only way you are purchasing a gun with a felony is if the government fails to do their job. 4.) Providing character witnesses is kind of irrelevant because you have to pass a background check anyway. Your record is one good way of finding out if you are a good person or not. 5.) Why would a spouse need to sign off on someone purchasing a firearm (or getting a license to)? Even if it's for character, you wouldn't need both spouse and character witnesses. Here is another big issue: what if someone hasn't dated/married within the last two years? And what if someone is buying a gun to protect themself from an abusive spouse/ex? Then the spouse can deny them a gun by claiming the person is dangerous.
