If it was about being progressive we would have gotten more than a paragraph of lore about female Custodes. Right now as things are, there was exactly 1 female Custodes that did anything of note in the last 10k years, compared to all the male ones we have had until now (which are quite a few). So kind of the opposite of the inclusive message.

I think it was one of those stories the grey knights fighting chaos daemons and then they apprently got soul stones of the eldar, uninterested they just apologized and then gave it to the eldars, to their shock (the eldars) they were left confused and then that's the reason for the dialogue like before and after. They are talking about the Sisters of Silence. Like the Culexus assassins, they are all blanks and are anathema to psykers and those with presence in the warp, be it chaos-aligned or not. Their presence disrupts psychic activity and is immune to most forms of psychic assault. Their primary purpose is to seek out and apprehend psykers. As psychic nulls, they can't be targeted by psychic powers and can prevent nearby psykers from attempting to manifest their powers. They are Silent because of the oaths they take. However, some can amplify their blank powers through speech, like how the Culexus assassin can amplify their power through their headgear. So quite literally some sisters can say, "Good morning, have a nice day" to a bunch of psykers or chaos aligned enemies, and in turn those enemies would wish they have never been born due to the agony that comes with that power. It makes them feel as if their very souls are being sucked out. So when a Sister speaks in combat. RUN.

"These men never leave earth" "These men are my body guards" "members of their own families would not recognize them.
