A more "classic lit" version of this would be the Dumbo treatment. Usopp asks Ms. Goldenweek to use her power to make him brave and strong, and she fakes it, but he believes in her enough that it makes him believe in himself and voila. Cut to comedic bit of Usopp declaring that he can't be frightened because of the symbol on his back and Luffy immediately pointing and asking "what symbol?" And Usopp goes right back to afraid for a moment before hyping himself up again by realizing "the bravery was within him all along." But yours is better.

I think most people forget that Usopp is an incredible tinker. He literally invented barrel rifling, multi stage rocket propulsion, and Nami‘s climate attack. He may receive Mjolnir in the form of a blacksmith hammer that increases his ability to tinker and making incredible new upgrades and weapons for himself.

Thinking it's going to be his observation haki getting kicked up to 11. Instead of the kind like Shanks, Luffy, and Katakuri that's sharpened to a scalpel, it'll be a shotgun where he can tell multiple possible futures and find weak points in things. It will make his accuracy go through the roof like the time he sunk a Jango and Fullbody's ships in a single shot on "accident". Usopp's whole deal is that he's been using his tremendous observation haki by accident i.e. telling the future on accident with his lies and smoking targets he really had no business hitting. On Elbaf, he'll learn to harness that ability consciously.

Remember how he beat Mr. 4 in Alabasta? It would be awesome if, when it starts raining, the paint wears off, and then he needs to be brave. So, he picks up the Mjolnir, with thunder and lightning in the background making him look menacing, and then he uses the Mjolnir as a slingshot bullet-just like he did with Mr. 4. Then, Van Augur teleports Mjolnir to the other side of the world, but it comes back, traveling across the globe to hit Van Augur. It perfectly fits the theme of Van Augur trying to change his fate by teleporting Mjolnir, but it’s his fate to be hit; nobody can change fate.

I don't think it'll be something like "paint" that will be the upgrade for Usopp. It's more so he discovers items that he then engineers into tools to compliment his fighting style. Think of how he's been upgrading to this point. Skypia - discovers the Dials and then engineers a new slingshot. Fishman - After discovering Pop Greens, proceeds to learn about them and then re-engineers his slingshot to compliment the new ammo. The key thing is Oda has made Usopp an engineer as well as a sniper (he engineered Nami's Clima Tact, remember). So more than anything, I believe Oda will have Usopp use his engineering skills to incorporate a possible tool/ammo/weapon/etc. he discovers on Elbaph into his arsenal that will give him new capabilities, whether it be firepower, mobility, utility, or even reconnaissance to compliment his sniper abilities. Also, looking up info about Vikings, they appear to have had no culture about wearing face paint or anything of that nature (except maybe some eyeliner). With that in mind, how would Usopp discover paint in Elbaph that allows him to hypnotize people? Lastly, Miss Goldenweek didn't have "magical paint". Her ability derived from her unique artstyle as a professional painter to hypnotize people. The paint itself had no special qualities, it's just plain paint that could be bought anywhere, it was Miss Goldenweek's painter skills itself that made the ability work.

Personally, like most fans, I think Usopp’s powerup will be a hammer; but in terms of how it would tie into his sniping, I see him either being able to aim & shoot lightning bolts with a Thor-like hammer, or likelier that he’d slingshot the hammer (like you mentioned) much like he did in Alabasta when fighting Mr.4 & Ms Christmas.

TBF I *reeeaally* don't want this power up to be true. I agree that Usopp should get a boost to his combat potential that isn't just a direct increase in power. But mind control just feels cheap. I always liked the idea that, in a big pirate brawl, Usopp would be sitting at the back on a high perch and supporting his crew by shooting enemies with debuffs and small cumulative advantages. But hypnosis/emotional control just seems either broken, because you instantly win the fight, or useless, because Oda will find a way to make haki users resist it. I would prefer a closer Noland parallel if anything, where Usopp doesn't get much of a new power up, but in general just becomes more proficient and creative with the plethora of tools and experience already at his disposal.

Very few abilities in OP are completely broken in a vacuum, and in most shounen hypnosis usually has some open counter. Perona for example held a very powerful control ability and Usopp himself was resistant. Sugar's abilities were some of the strongest we've ever seen, and Usopp himself was the sole counter. There's clear narrative framing with powers of control and Usopp tbf. Usopp needs and will likely get a power up. People don't like it but Usopp was pretty much always set up to leave his role as weakest of crew. He will still have the lowest AP likely, but both Yasopp and Augur are in the higher tier of their crews, and parallels exist.

I like the idea of paint ball but also because another extra theory. Failed smiles fruits make you smile, as the same as Ms Goldenweek did to Luffy. If we learn in Elbaf about devil fruits, and therefore about smiles and therefore about how them failing creates laughs, then everything has sense. The same substance is what Miss Goldenweek uses on her paint, the same substance that Django has in his mushroom and the same substance that Caesar/Vegapunk used to create S.A.D. Probably that also has relation to pyrobloin in someform. About that, i think pyrobloin is formed in Wano and then, flies towards Elbaf making them giants.
