Yea I grew up in the 80s and the first time I saw Damon Wayans in a movie was when he played the Banana Man in Beverly Hills Cop (1984) with Eddie Murphy. I loved him on In Living Color because his characters like Homey The Clown were hilarious, but when I saw Major Payne I couldn't stop laughing, because of his scene in the hotel room that was a reference to Apocalypse Now (1979), and when he tells Tiger (Orlando Brown) his version of The Little Engine That Could.

One of the things my dad (Marine Vet.) told me when he introduced me to this film, and other classic comedies, that even though played for laughs way Major Payne eats is common for bootcamp trainees (maybe for solder's at basses too if anyone wants to confirm) you only have so much time to sit down and eat. They give you enough food to survive, and bulk up, but along with the others in a crowded mess hall you're on a time crunch. Once the time for meals is over you can't take the food back to your rooms/barracks. Not even finish what's left on your plate. Eat it all none at all. The military gets you to conform to the schedule. The stories my buddy who was in the air force told me when he wash at bootcamp. One was dealing with the morning farts of your bunkmates since they couldn't break the morning formation with only 30 mins to get there or get chewed out by the Drill Sergeant.

Amongst the comedy, what a lot of people miss is when he's squaring up against that boy's (dad? stepdad?) he guides the boy behind him 25:06, so that he's between the threat and the boy. It's a small moment, but it shows his character.

Just so you know, no harm no foul, but I was in the Corp and the reason he is so “mean” is because the way they train you is they break you down at first and then build teamwork and camaraderie and then show more respect as time goes to build up the team to be the best they can be. It’s rough but those men will and do die for one another. And that’s what he brought to the kids lol definitely needed to be a bit easier but you can’t argue the results and it is a comedy so hahahaha

And so the scene at 3:00 in Mary's video here was a reference to Apocalypse Now fyi. Looks like you/Mary hasn't seen it yet, I think it's time! #55 of IMDB's Top 250 All-Time movies!
