Making the design for the maps and modeling everything in the game was enough. Also, talk about the budget! Yes, you can expect IOI to do more than that. But the details. every map has so many details. Talking for here, I don't really have a reason, but I suppose it would mean that coding in a special NPC instead of following the normal system is hard, or it could be that they sleep 100H every 1M of work because they think that Hitman was enough. I don't really know.
