Ye well what sending back terminator (or human being) does it automatically seems to create alternative timeline/dimension/reality......atleast thats what many of the fans of Terminator franchise believe and its only more confirmed by this kind of dialogue "my presence in THIS timeline has been antipicated" So for example in the timeline where this T-800 and TX were send from.....ofc they were not originally there in this time period...that is why TX is send "back in time" to wipe out not only John Connor but also some of his best and most trusted would be military leaders against the machines So in "reality" (or theory) it doesnt do shit to fix or change anything in the timeline they are send from, instead what Skynet seemingly tries to do is create another and another and another alternative timeline/reality, trying to achieve situation/timeline where it succeeds in surviving and wiping out humanity completely.....but everytime the result seems to be the same, that Judgement Day happens sooner or later, but that also eventually things go to the point where the surviving humans managed to fight back and destroy Skynet, but every single time Skynet has this "time-travel" backup plan and everytime the human resistance is able to counter that possibility as well by sending some-one to protect Sarah/John (who btw cant be the original John Connor from the very original timeline if you think about it)

Time travel is just a fictional idea, originally thought up in some Japanese novel. But radiation burst will be pretty dangerous, especially for electronics. Terminator is probably shielded from it, but the car they're driving in does cause some concerns. I don't know whether or not a car this old will stop working after having all of its circuitry fried by EMP, since older cars were less dependent on electronics. The ionizing radiation also will be produced and probably in really scary amounts - enough to make noticeable effect even that far away. But I doubt it will instantly cause people to start dying from this far away (like how Hisashi Ouchi or other people affected by extreme doses of radiation died), I guess that at most it will increase the risk of getting various types of cancer in the future
