You've obviously never traveled before. I've been searched plenty of times (I pack a lot of electronics). Never been nervous. There's no reason to be, you're innocent. They'd only do something if you weren't. It's abnormal to be nervous. Yes some people might be nervous for no reason, that's fine. You get searched, nothing is found, you go on your way. Then the other 9/10 times they catch smugglers. Working perfectly as intended but thanks for your useless 14 year old "expertise" on the subject. I'm sure you know better.

No they don't - some people just bring in as many cigarettes as they can because tobacco is very expensive in the UK, so when packets can be bought for as little as £1 in many parts of the world (even less in some countries) and they cost a lot in the UK (currently £9 to £14 per pack - $12 to $18), it saves people a lot of money. That's if they smoke. Some people may not smoke but will bring in as many as possible because they want to sell them to make a profit. Some people do smoke and bring in some for themselves and to sell the rest. Only around 15% of Brits smoke and most people smoke less than one packet per day.

In one of my past careers, I was present on the Texas-Mexico border during numerous car searches. I think the Brits are missing several places on the cars they search where I observed drugs found on a regular basis. The most obvious location was in the tires, all of them. Border patrol has a very ingenious tool for checking tires and it paid off routinely.

Politicians daily produce new laws and restrictions so doing nothing wrong is not possible anymore. Simple example, they can arrest you if mp3 song or copyright image is found on your computer. It is irelevant if this mp3 or image is found on you browsing history saved after visiting some internet site. @@doiron12 the reason that you see as much of this in England is because of their beloved vat taxes. The US keeps suggesting using the similar because everyone pays the same amount. In the US the only things taxed this much are alcohol tobacco and limited recreational drugs. And of course gasoline. So the US does not have as much motivation for this level of security.

There isn’t a limit, the rule is that is must be for personal use, and they must be able to prove it. They never even organised a meeting to try get the cigarettes back, and therefore they were probably not for personal use,

Because you are only permitted to bring that amount of tobacco and cigarettes for personal use, not if you are going to sell them. As the man couldn't make a roll up, it made it clear that the rolling tobacco was not for his own use.
