Doing my second walkthrough of the first run of Leon, I noticed the items you pick up are always the same. When it comes to ammo at least. The only thing that would be a random benefactor in your 17--26 shotgun shell ordeal, is the gunpowder production, which is in fact random within a set range (ie; 3-6 per craft). Hope this helped!

The shotgun barrel upgrade also decreases pellet spread which increases average damage dealt since more pellets will land on average, but yeah; it mainly increases Magazine Capacity if you disregard pellet spread
