Stormer Kelly He came from San Andreas but move out to Liberty City along with CJ's ex-girlfriend (1992) then in 2001, Claude was robbing a bank with Catalina aka his gf then his gf betrayed him, leaving him in the alley as she and Miguel fled away from the scene with the money. So, he want revenge which he is going through all of this nonsense.

That was one of the things I tried my hardest to do; to make every shot feel like it was shot on a corner of New York, with as many people and cars filling the screen as GTA IV could handle. Which, when considering all that matters is in the direction that the camera is facing, it's easier to handle. But still, going shot by shot and establishing elements takes a lot of time and work!
