A great sacrifice necessary by the caster will disincentive magic. In addition to it being considered unlawful. However, the power it grants shall lure those whom seek it.

It’s meant to be a low-magic type setting. The costs of magic + the laws ensure that most “regular” people won’t pursue magic. But…adventurers are anything but regular.
