That's nw Sydney, and in that part of the world it is hard for motorists to turn the wheel sufficiently. Out that way, i watch drivers using the slip lanes behind me, and they enter the carriageway with one wheel in each lane, because they're just not paying attention to car control. Roundabouts are controlled by give-way signs, which means you give way to those already in the roundabout which the silver car did not.

People normally get most of their driving lessons from their parents, so they just end up learning their parents bad habits and misunderstanding of road rules. And the actual rules tests are stupidly easy and don't cover nearly enough.
