At 2:35, apart from putting your foot on the brake to AVOID a collision, I'm not sure WHAT you can do??? "Similar thing" happened to me once. I stopped, called 000 and reported a "hit n run" crash. Was advised to report it at local police station. Did so, cop shrugged his shoulders and said "it might have been your fault" and walked off. I INSISTED on reporting it, he reluctantly took the details and gave me a card with the reference number. Insurance company told me I'd pay FULL EXCESS and LOSE no-claim bonus as *I had not identified the other driver*. Weeks and weeks went by, with multiple calls to police for the other drivers details. They just told me "it takes time". Eventually I found out it had been CLOSED OFF as a "minor collision" with NO investigation and no "other driver" details. But if you chase them up the road and ram them into a stobie pole, YOU'LL BE CHARGED with everything they can think of. Mr police man, what sort of "respect" do you think I have for you?

Driver’s fault if he hit the pedestrian. He passed a sign on the left warning of pedestrians and the traffic island is a pedestrian refuge. He should have slowed down but didn’t. There is a pedestrian refuge centre. No, there is no invitation for pedestrians to walk across - without impunity -into oncoming traffic. Given the pedestrian was absorbed in whatever was on his mobile, I think the police would say the pedestrian was clearly at fault. It is a road. It's where cars are supposed to be. We have Operation Snap here in the UK and thousands of drivers have received points/fine from cammer uploads, you just send in the 3 minute clip and where it happened and so on and the old bill go to town. There are regular uploads, from police forces, of the results so it does work.

My city banned right turns on red lights, which are legal elsewhere in Michigan. (We drive on the wrong side, so a right turn hugs the curb.) The reason given was for pedestrian safety. The common response was, "but no pedestrians have been hit." True. I spent a year walking across town, 3 km, through the city center, twice a day. Every single time I had to leap for my life at least once. Nimble and quick pedestrians were the _only_ reason the right-turning drivers did not kill someone, just as "defensive driving" is the only reason there is not canage on the roads due to idiots.

Let your insurance company chase the money. And for the reasons you pointed out, what will chasing achieve? It could be stolen - well then for sure they wont stop. They might not have insurance, well that wont change if they stop; and thats why you get your own insurance. They could be about to lie about who was driving - what does it matter? The registered owner will need to nominate a driver if needed - but ultimately insurance will chase the registered owner. They might not have a license - well even if they stop, they aren't required to show you one. Nothing changes chase or no chase.
