Mio. Tomoe can at least be somewhat reasoned with. Mio has almost zero restraint as far as anything Makoto is concerned, plus she's stronger than Tomoe

@@dragonman2168 well, they had fought in their original forms till Mio got bored and wandered off, plus Mio took a hell of a lot more punishment from and did a lot more damage to Makota than Tomoe did. It would be close but I have to give the advantage to Mio, especially with her now being able to actually think during a fight than just react

Mio is far more straight forward. Her wrath and temper are more aching to a child. If you knew how to appeal to her sympathy, she might spare you, granted you know how. She is more prone to break on a rampage but is basically a temper tantrum pushed to maximum. Tomoe on the other hand is far more collected and conniving. She is actually pretty manipulative and does a smarter approach to get what she wants. Her being able to read minds make her even more dangerous. She is the kind of person that will easily plot some 4D chess to destroy her opponents or reduce their threat. If you are some Brute monster, plotting to destroy some city, fear Mio. But if you are some evil mastermind plotting to take over the world, fear Tomoe. Both of them are probably plotting the same thing, already laid their foundations, and you probably would just get on their way.
