Those hole are actually functional to the sport: plastic cups for competitive stacking have that hole to let air escape from inside the cup. Otherwise, when you put the cups one into the other, air would get trapped in them (or, the nestled cups without air in them will tend to stick together), slowing down the cups and thus making you lose time. Needless to say, these cups are not meant to be used for drinking or holding liquids or other stuff inside them anyway.
