This was made during a period in David Carradine's career when he acted in 20 movies over 20 months. Just after filming this movie, David co-starred in "Bird on a Wire", the big budget Mel Gibson/Goldie Hawn film. The makers of "Future Force" thought so highly of the movie, they scheduled the filming of the sequel "Future Force 2" before the original was released. Carradine had a three week break while filming "Bird on a Wire", so they shot "Future Force 2" during those three weeks.

something detail wise I actually really liked about this film, and still do, is that during the final quickdraw you can see that David fires from an awkward hand position during the end of the drawing motion- essentially offhandedly without levelling the gun completely. This is a remarkably realistic/unstylized depiction of a skilled quickdraw in practical use for a D.A. Prior film with a Laser Glove in it. Someone must've stepped in and had Prior's ear for that scene, maybe the armorer or even Carradine himself from his time on Shane or the other westerns he worked on in the 60's and 70's.

The female lead was not in the finale as a hostage or "damsel in distress" as you suggested because her agent got a peek at the dailies and was outraged that they were having her DWI around LA with David Carradine for almost the entirety of her screen time. So Pryor wrote her out of the finale and was only able to get her to return for 90 seconds of denouement by promising that she would get to pour Carradine into the "drinker's side" and do the driving herself drive in any driving scene. I have no idea if any of that is true but it's my chosen head-canon for this film and I challenge anyone to find any evidence to refute it. Carradine is telling no tales and Anna Rapagna left acting after this movie. Considering that in her previous movie, she had to work with a baboon and a man got his head run over by a 3-Wheeler, I don't blame her.
