You should be able to recruit him in the barracks. What game-mode are you playing?

@@mrbluedude883 in skirmish, i can only recruit firaeveus carron not like the chaos lord in army painted

@@AgentA123 That means you have vanilla hero wargear in your game conditions. Simply tick that off and you'll have your chaos lord.
