I think that's exactly what Dazai doesn't understand. Because he has never been truly happy in his life. And when he did feel happy, that happiness was taken away from him. [Odasaku]. He is empty inside and since he doesn't realise the value of living, he is bored of it. He wants to escape this boredom by death. (Maybe?) The reason why Dazai doesn't see any value in living, is because his life was full of death and tragedy, which made a big impact on him making him emotionless. He can't feel real joy and since joy is the literal reason why we live, he doesn't understand life.
