Coming from the MtG community, every vendor trade i've done has been that exact same process. It's set up to speed things up when there's a giant line of people. You're supposed to only hand them the cards you want to trade in - unsleeved. I think he just deals mostly within the community and hasn't done many vendor trades so he wasn't familiar.
