Fantasy character turns into rat. Okay, I don't know if any streaming services have it or if it even has a DVD release but there is a 90's two part OVA called "Ruin Explorers" which has a sorceress who is cursed to turn into a rat every time she uses magic and her catgirl...maybe a squirrel girl..side kick friend has to give her magic medicine to turn her back each time.
