In my normal deity games oracle is usually gone by turn 50. How important is oracle? Should we always rush oracle or better get a religion and 2-3 settlers first?

Depends on what you're planning to do and how reliant on great people you'll be while doing it. If you're going heavy faith or gold for a religious or science victory, oracle is pretty good so you can swipe great people for cheap. If you're going for dom or cultural it can help to obtain great generals and artists respectively, but it's definitely not a must get because you don't need many great general throughout the game, and great works can just be bought from the AI. As for diplo, oracle is basically a non-factor since the only great people who can impact a diplo victory are the few great merchants that give you free envoys. But it also depends on your start position and situation. If you're playing a tall civ or you have room to grow, you can try to rush oracle to deny it to your enemies. But if oracle isn't super needed and you spawned right next to aggressively expansive civs like Sweden, Phoenicia and Spain, you're better off going for the settlers to forward settle them/get the best settles possible.

you can "lock in" districts that way their production cost doesnt increase as the game goes on by placing the district and then swapping back to what you were working on before. district production scales so as the game goes on the more expensive they get, but if you know the location that you want to place your district and it isn't going to take up a valuable tile you can just lock it in place there and then go back to what you were working on. in this case, i knew where i wanted my holy site, so i just locked it in that location, and went back to working on my monument!

No you wouldn't be able to, you can't place districts on strategic resources! Thats the main reason why I waited to so long to research horses because I didn't want it to ruin my aqueduct placement
