She was. This is one Thing where the movie takes a bit of artistic Licence. Ultimatively, tonya had to stay with her mother when her parents separated, but for some time she lived with him and she said in interviews that she never felt deserted by him. (although he clearly wasn't strong enough to protect her from her abusive mother :( )

Tonya Harding paid her dues when it came to the Ice Princess Nancy Kerrigan and I don't think she knew about the attack on Nancy but she got alot of hell about what happened to Nancy and everyone was talking about this showdown between her and Nancy. Tonya Harding became a lady boxer and she did that to get by and pay the bills and now she is back in full form skating which is what she does best. Leave Tonya Harding Alone she paid her dues.
