Note: An semi-official FAQ has now switched the ruling back on ranged attacks that miss due to range - and so you CAN'T spend surges in that case - except to extend the range... and THEN, if you have additional surges you can then spend them on other abilities if you have enough range. We will address this in more detail in the next video.
