The Law in the UK does not 'award' any 'rights' to cyclists, they PROHIBIT and RESTRICT the free right of movement on a bicycle, by foot, in a car, a skateboard, a surf board. You seem to have a very twisted and dangerous view of the Law and Rights. The fantasy of a 'right' awarded by law is simply that others have had unsavory restrictions placed upon them in favour of the other 'protected' group. See the 1905 Alien act for the inception of this twisted view of reality where they are described as 'exceptions'.

PCSO designation cards don’t have an expiry date. I think what he was trying to explain is that the card just isn’t up to date with recent changes in West Midlands Police and the law. They made the same law recently in my country- Serbia and first days, before it was even on the news, they waited in the walking areas and gave fines to elderly and poor, it was disgusting, the fine is not much, around 50€, but our salaries are horrible, like 350€ is the minimal wage and elderly receive pensions that are sometimes even less than 200€ a month. Evil trash, but thats what we got if we live under the government. It will never get better, sadly. Conforming to the society that is built on literal promises (federal notes-money) makes you technically agreeing to their rules, but even if you want to live in the mountains, thats still their land, so yea... We are slaves.
