Ukraine was upgraded to upper middle income as well. The world bank is simply looking at GDP per capital which is inflating in both countries as heavy spending goes toward warfare. Warfare does not benefit either. Every bomb and every bullet are resources that could have gone to infrastructure. The US economy didn't truly thrive until after WW2. During WW2 rations were strict as the us was in a war economy. The war ended, US was on the winning side and was the only major power without a damaged industrial base.
