“powerless under time that is the cause,” so here it is being said that time specifically - as opposed to the body- is the cause of action?

This is a great observation. Time is a loose translation. The word used is काल. काल is also the cause of why things go from manifestation to dissolution. All that exists is the manifestation of the brahman due to the projecting attribute of Maya. The divine Maya encompasses all of space and time. So काल , time personified is why the cycle continues. The puranic texts being more Bhakti oriented talk about all this being under control of the Ishvara (or Yogmaya). Even in the verse mentioned, the verses preceding it talk about all that exists being under the control of Ishvara - the qualified aspect of the brahman. Then it goes on to talk about kaala. Skipped due to redundancy. And this is a longer analysis (depending on the schools of thought) as to will and actions. The manifestation of the Brahman from avyakta into the material universe happens due to the union of purusha and prakriti and rise of ahamkara (as discussed). So the actions in the body lead the manifestation to various experiences across various cycles of birth and death. Will address all these specifically in a separate episode on creation/manifestaion.
