You have to finish the game with "Chaos" alignment ending (where Dahn lives at the end) and then in second cycle started with your clear data you can take on Lucifer case files, then fight and fuse Lucifer after the last case file.

Yeah it's in second cycle or later in the first game and it would have to be since the second game wasn't even available when this video was made. Raiho is also in the second game but you don't need to play through twice to get him.

Go out on the world map in Ch7 after you fight Astaroth and/or Camael and if your Raidou icon spins counter-clockwise, you are chaos. If it doesn't spin around, neutral. If it's clockwise, Law. And no, you don't have to play King Mode to fight and get Lucifer.
