Jumpstarting won’t work if there is a dead cell or broken connection. It’s better to open the housing and inspect the cells and connections. This also gives you the opportunity to inspect for corrosion, leakage, and burned out components of the BMS.

I have a Skil 20V battery that would not charge after depleting it using my new Skil leaf blower. It would not jump either. I found a T10 torx driver and removed the cover. I noticed that alone caused the battery indicator LEDS to show 2 bars (none before). I placed the battery w/o cover in the charger and it's now charging. I see in the inside cover that there is what looks like globs of grease. Maybe that grease trapped the gasses from escaping? Anyway, that alone seems to have fixed my problem. I hope that helps others.
