Idk the stats but he might be right in Balatro, since high card means you have to play a hand that needs 5 different numbers AND cant be a flush or a straight. A pair might be easier, since high card gets more difficult the more you modify the deck because any duplicates or deck thinning makes it harder to achieve.

Unless you mean "negative" as in "does the opposite", but then now you have to balance it because what does a negative heirophant do? What does a negative hermit do?
