The Biden administration believes that Israel has violated international law in its war with Hamas, according to a new national security memo, which cited the "high levels of civilian casualties" in Gaza. The memo - along with a shift in messaging from the State Department and the recent decision to pause certain weapons shipments to Israel - marks a sharp turn the administration's policy towards Israel, following weeks of pro-Palestine protests on college campuses across the country. Did protesters influence the changes?
