Labour’s London mayor Sadiq Khan is being accused by the Conservatives of making false statements about the expansion of the capital’s pollution charge zone for vehicles.
The Conservatives released documents which they claim prove Mr Khan and his deputy, Seb Dance, made “untrue and dishonest” comments in telling the London Assembly they had not been briefed in advance on the interim results of a consultation into extending the ultra low emission zone (Ulez).
The “internal correspondence” shows the mayor was “secretly briefed” about the findings on September 29 last year, a fortnight before he told the London Assembly “I have not seen the results”, according to the Tories.
Mr Khan’s office is accused by the Conservatives of responding to the interim results by launching a £165,000 digital marketing campaign in the final weeks of the consultation, focusing on demographics “most likely to support the Ulez expansion”.
Mr Khan’s spokesman said: “The real scandal is that toxic air leads to the deaths of thousands of Londoners every year, which is why the mayor took the difficult decision to expand the Ulez London-wide.
“The mayor made the decision after considering TfL’s (Transport for London’s) full final report on the consultation responses.
“The consultation was not a referendum. However, TfL made a number of modifications to the scheme following feedback received in the consultation.
“This included addressing cost of living concerns with a £110 million scrappage scheme for low-income Londoners and extending the exemptions for disabled Londoners.
“TfL takes its responsibility to run robust and legally compliant consultations extremely seriously, with an independent consultancy putting together the final analysis and report, and any suggestion that TfL or the mayor has sought to influence the results of the Ulez consultation is simply untrue.
“As part of a rigorous consultation process, it was right for TfL to seek responses from as wide a range of Londoners as possible, including young Londoners - whose lives will be affected by air pollution for years to come.”

It’s been mentioned there was a consultation period. I live in Bromley and was definitely not consulted. All outer London should have had a vote as to whether this new ULEZ zone should go ahead. I believe they call it democracy🤔

There was a ten week "consultation" process but not publicised or promoted in any way. I found out about the greater London consultation process by chance by researching the similar in Newcastle Gateshead. I contacted friends in London, about khan's "consultation" and they were so complacent that none of them voted! , laughing that khan would never do such a thing in greater London. Yes. We live on the Westerham / Tasfield and Biggin Hill border - ULEZ zone was apparently going to bisect the top of Westerham Hill, where Kent becomes Bromley Borough. It would make driving from say Tatsfield to Biggin Hill for the weekly shopping incredibly expensive, and the tradesman that have to drive into Bromley each day for work.. makes their situation untenable. Consultation period was not signalled clearly to residents at all, smoke-screened all the way. Disgraceful. The disparity between Khan, how he thinks and the outer london boroughs is now a chasm.. he speaks for a certain strata of Newham, Islington and a few others.. and no more than that.

The key word is pre-determination, in other words he has ignored the ULEZ consultation just like they did in Oxford over the consultation of imposing districts with permits for driving to other districts. The councillor in charge of the policy was quoted in The Times saying “It’s going to happen, definitely” this was before the end of the public consultation. It is a totally corrupt system. I've never understood why reducing traffic speed is thought to reduce pollution .... I've yet to drive a vehicle that was happy at 20mph, they're simply not used to msaintaining that speed, the gear ratios are such that 20mph is a speed to be accelerated through ..... of course, I've never driven an electric vehicle, something that doesn't care what speed its driven at .... It is not meant to reduce speed - this causes more pollution. The first congestion zone made traffic much faster where I live, because there was initially a big drop in the volume of traffic. It meant that our route to take my child to school became dangerous. There being no safe route with pedestrian phases to the traffic lights. We could no longer dodge across roads safely. But drivers soon came back.

This happens with pretty much every 'public' consultation the government ever does. In my area the south-east due to mass immigration and ever increasing overspill from London we see large housing developments put up for public consultation a lot - every person in the local area is against it - yet it is always approved with slight modifications to the original plan. it was the same with HS2. Public consultations are used only as a legal cover , they are always manipulated in favor of the proposed development. If the council/government want it to happen, doesn't matter what the public think. Plenty of brown envelopes are passed around at council meetings - we all know this.

The Tory governments have over time reduced the power of people in local democracy, so there is a strong bias in favour of developers. But the population did not bother to fight the Bills that went through parliament that did this to them. You have to be vigilant if you want democracy to survive, and make your voices heard in huge numbers via MPs and the media. I live in Surrey, and in April, I believe we can't use our cars if they are not electric or hybrid!!! If you do, you will have to pay 12 pounds if I remember correctly!!! This is outragus!!!!!

I also live in Surrey(Worcester Park/Epsom) and while I don't drive myself, my landlady's car will be banned by this October according a taxi driver acquaintance, and as I write this comment I saw a propaganda ad promoting ULEZ. In my area getting around efficiently without a car is very difficult. All this while TfL is being mismanaged and RMT rail strikes becoming more and more frequent. Khan doesn't care about us, his elite crowd is what matters to him!

@Josh Woods I'm with you! My family needs the car for work. Unfortunately, using trains is more expensive and takes hours! For example, my sister in law must use the car to reach her job because there is no public transport going there!

@@sofiya9212 Tell me about it- it takes at least 10 minutes for a fast walker like me(for an average walker probably 15-20 mins) to get to any public transport, some of them only come one in 30 mins(!) so my particular area is basically built for car owners in mind even though they could've easily added an extra bus route on the main road near my place. And never mind the 2 of us, my previous place in Mitcham has only either an unpredictably inefficient bus route(the 200) or the tram nearby, and more than half the time I had to walk 20 mins to Colliers Wood tube station if those 2 transports can't come soon enough! I for one don't mind walking when I have time(I don't use cars anyway), but for commuting ULEZ is absolutely detrimental, and could cause even more harm to TfL itself! PS Whereabouts in Surrey are you based?
