Yes due to Air Nomads living in mountainous areas with high altitude, they grew taller with higher lung capacity 🫁 to compensate for the low oxygen levels. In Avatar Yangchen’s book, Combustion benders 💥 that survive being drowned as test-subjects are explained to normally be much taller and thus have bigger lungs than the failures. So basically a Firebender 🔥 with the Physiology of an Airbender 💨 becomes a Combustionbender 💥

Depends from source Avatar Wiki states that Roku is 5.6 Feet 167cm, Avatar universe is based on pre-intustrial East-Asia afterall. Even modern days people aren't known for heights in that part of the world.

I don’t think those frames were indicative of anything really, probably just an animation error. Even in the avatar and the firelord Roku is just slightly taller than most guys his age. Also I think the show makes it pretty clear that Kyoshi’s height and how large she is are supposed to be huge defining features so I’m pretty sure she’s canonically much taller than most other characters, even the other avatars
