Can you adjust parameters?... like raising and lowing cruise control/max speed/ shift maping/burn starts and stops/ etc

Like for instance... for some reason the programmers thought it a good idea to make it so if your goin down hill and go over the "max limit" set the jake brakes won't kick on... so want to raise my max limit +5 and lower my cruise -2 ... is this able to or do I have to pay a dealer?

Or do you know of another piece of equipment under like $1000 that can do it... cuz after looking at these guys laptops I'm not paying $10,000+ lol

No, I don’t believe you ca adjust any parameters with this tool. What you need is most likely OEM software unfortunately. There may be scanners that can access that but they are hit and miss and tend to be $1000 or more. It’s cheaper to buy a laptop and “find” cheap OEM software. Or just go to the dealer and get it over with.
