The primary market is not like the stock market (secondary). The primary market is formed in the relationship between the companies seeking capital, the financial institutions as intermediaries and the investors. The logic lies in the company first looking for investors who can guarantee that the capital requirement will be met. This is ensured through the financial institutions' relationship with investors. You must therefore apply to the institutions for the right to trade such securities with them. These are often papers with a higher risk (but the possibility of a high yield) than those traded on the stock market. They are therefore more tightly regulated.
