As someone that lives in the Dallas area, the snow wasn't the problem. We had minimal snow, with a 3" layer of ice on most everything else. The ice was the problem.

Saw your bird bath. Up here in WI we have a winter bird bath! It is heated just enough to keep the water open, even in multiple degrees below zero! Although under those conditions it ends up with a collar of frost around the rim from evaporating water. The water temp stays just warm enough to keep it from freezing.

As crazy as it seems the way to warm cold hands is with cold water, it's never as cold as the outside temperature and actually stimulates blood flow which also helps to warm the body. ** I don't advise this if you live in Canada or the Arctic circle or anywhere colder than these guys haha **
